6. Regardless of anything else, why would you assume 10000 calls would affect anything?

Americans seem to believe that enough calls and emails will cause someone in power to alter his, her or their agenda and therefore his, her ot their actions, vote or whatever. IMO, there is less basis for this belief than there is to believe the Noah's Ark story literally.
