It is probably a local well and therefore can't be remotely shut off.
Cut the electricity and you now have a building with no heat at all, so pipes will be damaged by freezing. Cutting the electricity makes you responsible for all damage caused by freezing, instead of the dumbasses occupying it.
If you are in favor of damaging the building, there are easy ways to do it.
