for the guy in charge, back when I was on bigger construction projects. The more physical the work, and the more free time, I think I might have been more likely to hear that, though I have heard it among firemen and cops too.

It has nothing to do with homophobia. It's just that many guys are pre-occupied by their penises. We let them think for us, lead us around.

When actually confronted with one...or more...however, they scare some of us almost as bad as nipples. That's how people are.

That's not to say homophobia wasn't all or part of what they got, but it's not a default "meaning".
