23. They are a mixed blessing

Short term they do add muscle to militaries, but (and I use quotations for a reason) "if the cause is not just" sooner or later the people back home revolt, and the troops at times do as well. At a very macro level, US Policy makers will only use one as an absolute last resort, becuase they remember Vietnam. And the current one, which is a poverty draft, works just dandy.

And the quotes, I can only think of ONE war, and that was accidental mind you, that even got close to the Just War Doctrine... perhaps two... and they have to do with stopping genocides.
