I am saying the Dems had the House majority for 2 of those 8 years.

You are probably right that he is referring to the obstruction, but this nuance does make it seem as though he is bashing Obama, not the Republicans. Besides, what will Hillary do about Republican obstruction? How will electing her end it? Will she move even further to the right than Obama did in order to "get things done"? I wonder about that.
