You don't need a state issued ID to vote, other ID will work, but if you want a state issued ID for that purpose you absolutely must plan ahead and have supporting documents. Advocates for voting have been working on educating the public to this problem for years since the law was written, but people slip through that effort and show up without the documents that they need.
First, and perhaps foremost, WI' policy is to -MAIL- the IDs. Policy is you actually don't get them on the same day.
Next, to get your first WI issued ID (or driver's license) you to prove your identity, and provide proof of your date of birth, your US citizenship, and your WI residency. You also need to provide your social security number, which will be checked for validity.
I'm not sure whether a CA DL proof of US citizenship, birth date, or ssn, but it seems unlikely that a CA driver's license would show a current WI residential address, and that one issue would be enough to deny the application of the WI ID.
