is because Hillary Clinton used a home brew, unsecured email server in which she conducted all of her state business.
The existence of that email server is so serious. It's unprecedented. No high-level government official has done this before.
They're investigating Hillary's server. Which she owned. That was in her house. That she hired and paid someone to build.
If it somehow gives you great comfort to parse words and say that the FBI is investigating Hillary's illegal, unsecured, home brew server and the circumstances surrounding that server...Hey, whatever floats your boat!

Actually, there is nothing in that quote proving he encouraged anything. "Assume" is not "encourage"
