all the regulations are a complete clusterfuck.

The ATF requires those records because the feds are legally prevented from retaining background check documents. So they just required dealers to keep their documents, and if a gun shows up in a crime, agents go to the gun dealer to find out who originally bought it.

If the gun has been resold, then the agents are SOL, but if it hasn't then they have their suspect.
