Here's how you buy one in California:
Find a dealer
Fill out paperwork, which includes a firearms safety test and background check form.
Buying 30-round magazines? Move to another state. Can't buy them in or have them shipped to California.
Pay for rifle if background check comes back clean.
Pick up rifle if detailed background check comes back clean after ten business day waiting period.

Yup, and private sales on shotguns and rifles in MI have literally no restrictions.

Yes I did I said under the WV law you could carry an AR-15 and a 30 round magazine
