Of course not. It's far more complicated then that. If you have any other specific questions I would be happy to explain how I think so.

Even when it comes to the idea of bans I support the idea of voluntary turn ins - without actually putting any real active effort into hunting down the people who decide not to participate.

Start with policies that will help educate people. There are good examples from other countries of how to handle similar situations, but I really don't expect it to happen all at once.
