It is illegal in every state to kill a person regardless of the kind of weapon used, whether gun, bow, knife, car, or anything else, with a few exceptions such a self-defense in instances of imminent serious bodily injury or death.

Huh NY they are perfectly legal to buy and shoot. Any other states where you need a license?

If you hunt with ANY weapon, you are regulated in all 50. Guns are regulated, too.
