9. We never had the Senate. Joe Lieberman was an Independent then, who voted

with the Dems when he felt like it. And because of him, the Senate wasn't able to pass the ACA with a public option.

And that whole period of time lasted just a few months. When Ted Kennedy died and was replaced by Scott Brown, that was the end.
