Here's a thought experiment: Let's go back to the 1990's when Bill Clinton was president and Mrs. Clinton was trying to change the health care system in the US. We know that her efforts were thwarted by Republicans and she was vehemently criticized by both the Right and the Left.

Now, let's take your statement and reverse it:

"... but Bill needs to put a muzzle on Hillary and lock her in the basement."

How does that look?
