11. You have a strange definition of "surgically"

Usually when people talk about doing things "surgically", that means going in and taking out just the bad parts and not hurting the good parts. That's quite nearly the opposite of what Israel does, which is to punish groups for the actions of a few, and then when terrorists get too effective, they use massive military force.

I'm not condemning Israel for that approach, because I don't have a better one. But it's certainly not "surgical".

Munich is something of an anomaly, and they did it that way because they had to operate on foreign soil.
