People tend to confuse accusation with fact. If we hear that someone is arrested or accused or indicted, in our minds we are apt to see him/her as guilty. Even if they are proven innocent (or not proven guilty), the tag of "guilty" tends to linger.

Few people have been accused as much as Hillary Clinton and the right knows exactly what they are doing. Perception trumps truth after awhile. "Well, if she is innocent, why is she accused so often of wrong doing or dishonesty?" Throw in some unflattering photos here and there - mission accomplished.
