refused to leave, the police, etc asked for a short list of family members and their phone numbers so the police can notify them of their deaths from flooding, etc. They weren't asking to be dramatic, either, but sometimes it helped persuade them to evacuate.

I heard that after hurricane Ike, there were still a lot of missing people who stayed that should have evacuated. The port authority reluctantly opened the ship channel even though they believed there were still bodies to be recovered.
