5. Each house district represent the same number of the population

as set by census every 10 yrs.

There are 435 congressional districts in the United States House of Representatives,[1] with each one representing approximately 711,000 people.[2]

Each district get 1 EC seat.

My understanding is the Census is based on population which would include both citizen and Non.
