3. Simple. They don't see their tax dollars being used to keep jobs as a bad thing.

Yes, many are still being outsourced, many are being lost to automation, and this deal paves the way for other corporate hostage schemes. People, however, aren't so anti-corporation that they're not willing to give them something if they feel like they are getting something in return. Jobs is one hell of a return for folks.
