And that backpack program has about $10 worth of food in it for kids who are eligible for free lunch during the school week - the food is for them on the weekends as lunch and snack.

Hardly "backpacks full of food". And I'm sure there are always a few parents who take the food for themselves - again asshats in every program - but I seriously doubt of the 1100 kids fed every weekend, the majority of that food is being "stolen".
