....that is the $200 tax part. You can buy pre-1986 machine guns, short barreled rifles/shotguns, or even build your own suppressor, if you fill out the correct forms and pay a $200 tax to the US Treasury Department. It's been that way since the law was enacted in 1934. Even in European countries that have tough gun laws, silencers are sold over-the-counter without any regulations. In some countries, they are mandatory to use if you wish to fire a gun. All that bill does is remove that tax and shorten the wait time.
