Embassies and consulates are considered to be the territory of the country they represent. I have no doubt whatever that all calls to and from those are monitored routinely. Now, there's a lot of encrypted stuff going in and out of those places, and maybe that stuff isn't being monitored and unencrypted, but I wouldn't bet on it.

So, it may just be that those are technically foreign calls. I'm not sure of how that is set up, really. However, I would bet a great deal that no communications pass out of those places unmonitored, either legally or otherwise.
