You have to do it when atmospheric conditions are right for the production of clouds and rain. They haven't had those conditions.

Cloud seeding has been established science and actively used for decades. When I was in college my academic adviser and employer in the microbiology department was doing long-term studies of soil microbes in areas where cloud seeding had been done. Never found any evidence that microbes were adversely affected, BTW, in case anybody's curious.
