I tried to clarify it again. Lawyers know how to do this, so I am mostly writing for lawyers, who are licensed in those jurisdictions. Not required always, but taken more seriously, plus they know the state rules, as well as ABA Model Rules. However, some lay people can be very adept, but lawyers complaints may be taken more seriously.
