The entire regime rests on a permanent war footing - whereas the public is indoctrinated to rally tightly behind their leader because the whole world is against them and supposedly always on the verge of attacking them. North Korea is the poster child for using war and the threat of it to shore up domestic support. This behavior predates Trump becoming President by decades.
