33. What you are missing

Is that there is an ongoing war on the Korean peninsula. There has only been a, oft- violated, cease-fire in place. North Korea has declared that it considers the Armistice over, that all non-aggression Agreements are void and that it has the right to a nuclear preemptive attack.

Seoul is a city of over 10 million people and the most likely target of a preemptive attack.
