20. No Pardon for state RICO except by Gov...

I think it would be lovely if:

All Trump / Family were prosecuted through NY ---
Then no federal pardon would apply...

I see where federal charges might be negotiated, if not already , to allow the institution of the presidency to save face ....
but those bringing state charges will not be as forgiving .....

And HRC probably has standing to bring civil RICO charges against 45 in state of NY...,

Especially if the hacking / russia propoganda / charges result in any criminal convictions of anyone in his entourage.....
