2. Not really, the problem is unique to Flints system

It's not an issue of the water having lead in it when taken in, but rather that they used lead pipes long ago and the decision was made some time ago to not replace them and instead just lead scale build up inside that kind of coated the inside of the pipes enough that lead transfer to the water was minimal.

But they try switched water sources without caring how the new water source might have different chemistry that took that scale off.

It's not a problem that affects others living close at all, only those on the Flint system.
