(53,386 posts)38. The Senate can't be changed because the Constitution says that no state can have its Senate
representation reduced without its consent. Thus even by amendment the Senate can't be changed.

why can't it change by amendment? that's interesting...I don't know what can be changed

California is big enough to divide into two states. They we would have four senators.
