3. Not sure Trump can think this deviously, but...

the biggest winners would be the Russians, I think. They stand to gain the most by maintaining the world's dependence on fossil fuels, and by the opening up of the arctic to drilling. Most of the oil producers in the lower latitudes can see the end of their oil reserves by now, and only the high priced, low yield fields like the tar sands are opening up. Oil as fuel is losing ground to renewables and natural gas. The green movement is starting to have a real effect on oil profits.

So, I'd guess Putin is pulling Trump's strings on this one to prop up the Russian economy. They don't have much else.
