I think they probably started to just screw around a bit with the length but it's not racist or classist. They could have simplified it quite bit by just saying "dress like an adult."

I've been to bars where they have similar dress codes but they aren't posted anywhere. The doormen just don't let you in if you're wearing sweatpants, tank tops, jerseys, or things like that.
