Trump is going to re-negotiate a better accord. Which he could do anyway.

He's "pulling out" in order to keep his campaign promise. All he has to do is say he's pulling out. None of his supporters will check up on him to see if he'll actually do it. And if somebody should notice, he can just say he pulled out.
