"Patriotic Russians" did not have the money to buy or code the hacks that took advantage of zero day vulnerabilities in the DNC networks. Only organized crime and nation states have that sort of money.

"Patriotic Russians" don't have the connections or knowhow to weaponize the data.

This was a government backed operation, and Pooty Poot is the chief architect.
