It does beg the question of retention of documents after government service is over. There is an insane amount of precedence for it (every memoir by a former member of the government). So long as the material was not classified, I don't think a single person ever got in trouble for it. Can this material be legally retained? Technically it belongs to the government.
Releasing an official government document while still an employee?
