From what I have heard and read this is standard operating procedure. The only difference with this case is that it is getting attention because Donald Trump made such a big deal about striking this deal that was supposed to prevent job lose. Companies are often given money in order to get the companies to build their stores in cities in order to bring jobs to those cities. However, it seems most of the jobs that are promised never materialize. Some people have called for these deals to have claw back options where the cities would be able to demand a return of at least some of the money given to companies if the jobs promised do not get created.
