It never does. Usually we end up closer to something between house and senate budget. Its even more true with Trump. That budget also defunds the coast guards significantly, cuts many federal agencies by tens of percents (department of energy, state department, NIH, NOAA, etc..) . Even the GOP wont go along with it. At the end of the day, they will look at their elections prospects and bow to public and lobbyist pressure.
