I'm sure his hair is quite thin in places, so they want to get his scalp, too. Note that his eyebrows are also orange. Also notice the white line along his part. That says to me that he hasn't been sprayed recently, so his hair has grown out somewhat.

We see the inverse with the bleach-blonde right-wing telebimbos like Megyn Kelly, Tomi Whasserface, and Ann Coulter. There's frequently a dark stripe down the part, while the rest of the hair shaft is dried straw.
