People in power with inferiority complexes and a deep-seated need to be mean to other people, preferably people they know of, but will never meet, never know, and whom they will never have to confront personally.

My mother-in-law, who will be 90 in 3 weeks, remembers these people all too well, because she lived among them as a girl. They knew her dad was listening to the British radio during the early forties, an offense that carried the death penalty, and threatened to turn hm in. Wisely, they never did, because he then spared them when the tables were turned after the war.
