Mayor of Houston had no choice but tell the people to shelter in place since 20 years of Failed GOP leadership of Harris county created a cluster fucked community which did not have the infrastructure to evacuate the people because their Greed was stronger than their need to not to develop a swamp with roads and houses below the flood plain....
