39. If Manafort was under surveillance before he was involved with Trump

couldn't that be a good thing for Trump?

I didn't see Maddow and have not read much about this yet - so forgive me if I am missing something here.

But if the investigation was underway before Trump was involved, couldn't Trump use that to his advantage? Throw others under the bus and claim if anything was going on it was with them before they were a part of his campaign?
