6. The basic idea is to deny coverage for those in need in red states

Sure they will take the money, but that is why they want it in the form of block grants. So they dont have to spend it taking care of poor people. Leave that to the blue states. Eventually those in need of Medicaid will figure it out and be forced to move to a blue state if they want health care.

Instead they can use the money to fulfill all their sick ideological dreams. They'll use the money in red states for things like tax abatements for corporations that move to their states, thus strengthening their own economies while they weaken the economy in blue states, which will be overburdened with people with greater healthcare needs.

Block grant money can be also be use to pay for more privates/religious schools and grants for home schooling, so long as the curriculum is a good conservative one, suitable for creating lots of new Republicans.
