Unless it is a fairly rapid phase in - say five years to full coverage, this just bails out the insurance companies and saddles the tax payers with the most expensive segment of the population. It is the equivalent of letting charter schools take all the good students. The payroll tax would go up for everyone working in order to cover the new medicare population, but most of those paying would get nothing in return.
