Some 1/3rd of North Carolina is 150-200 feet above sea level. There is nothing humans can do proactively against it, if your levees aren't working, if your pumps are non-existent, if you're not controlling the flow of water, you are going to be in for a hard time for a long time.

Hurricane Matthew last year had its worst impact on life in North Carolina. It tooks weeks for the floodwaters to recede, and that's with human action to open up flow ways.
