Virginia law is very explicit on this: both Parties have a right to have a representative in the room during all counting, can agree/disagree with the count and can fill protest to the count or any rejection of a ballot as well as a complaint to the courts.
There is no behind closed doors bullshit in Virginia. The only stipulation being that its completely at a Partys discretion to have a representative present or not. Nothing says that they have to be there, just that they have a right to be there.
