I think what this refers to is Josef Ackermann, who was the head of Deutsche Bank until 2012, being hired in 2014 as Chairman of the Bank of Cyprus, at the recommendation of Wilbur Ross, after Ross became that bank's majority shareholder. The other major shareholder in the Bank of Cyprus was a Russian oligarch.

Rachel, as I think was mentioned, did a fairly long piece that explored a bunch of this back in February, on the day Ross was confirmed as our Secretary of Commerce.
