I've read a bit about this. The difference between being open to new things (liberals) and being afraid of change. It may even be neurological in nature. They may literally be made that way. I don't know how true that is, but it would be difficult to overcome if it is.
So the answer probably lies less in changing minds and more in getting more people to vote. That 60% of people who didn't vote in Alabama and the 40% or so who don't vote in presidential elections is key.
