(14,779 posts)When I first read this story, that is what came to mind, the infamous "Bra Gun", a gun built into the bra of a woman. First used in a 1960s era movie that I can not remember the name of (and probably best forgotten) but is popular among shooting games.
On the other hand, I suspect the woman was handcuffed with her hands to her back. Women have something call "Curves" which make a lot of women disliking packing a pistol on their side like a man, instead a lot of woman, who pack a pistol, carry them in the waist band in the rear. This officer may have just handcuffed so her hands were right by her pistol, she pulled it and opened fire. Shooting instead of aiming for the pistol was in her hands, but her hands were still handcuffed together at her back.

While looking for a photo of the above I ran across a photo of the infamous bra gun of the 1960s (Through this is from was the post 2000 Austin Powers movie)
