They did not tell anyone they were going to open the dam and subdivisions were suddenly flooded with no advance warning. Opryland Hotel had called the corps and were told there was no danger of flooding. The manager took it upon himself to evacuate the place, a huge undertaking, and it is a good thing because when the corps opened the dam they never gave them warning. Thousands of people lost everything with no chance to save anything because the corps gave no notice.
