They knew that what they were doing was wrong which is why they distracted her and snuck around. They violated her privacy and the law, and yes, they should be held accountable for that. I'd say the same if they did it to a student as well.
I can't imagine how violated and angry that teacher feels. I know I would. My students say all kinds of stuff to me all the time, and I do my best to make sure they learn to control themselves, and when it goes too far (touching me, etc.), I write them up and send them out. They need to learn that women do not exist merely for their pleasure and that all humans deserve respect and privacy.
