Oops! The German government tried that but it leaked. How about putting the onus on the German women like the faux feminist mayor of Cologne who suggested women dress more conservatively and stay at arms length from refugee hooligans to lessen the chance of being accosted.

Why, if German women would just start wearing burkas the whole problem may go away completely.
