20. Make marijuana legal, and you don't have to worry about nukes in bales(!) of MJ....

Bales? That's going to need a huge backpack to transport it in across a border fence. Something big enough that two people are going to have to haul it, unless you can get the Mexican Mr. Universe contestant to haul it 70 miles across the desert on his back...

How does Mr. Franks think that amount of MJ is smuggled into the U.S.? Hint: A large Wall is not going to stop someone transporting a "bale" of MJ with even a small suitcase nuke hidden in it.

They're going to use a boat, or hide it in an 18-wheeler amongst crates of other imports for a "bale of marijuana". Or they're going to just ship components of a nuke along with a couple normal U.S. traveler's medical devices - or hidden as parts of other imports that they can intercept because they've got the manifest and know where it's going to be at any point in the shipment.
